What Students Need to Do

Students explain how citizens take part in government and community decisions. They compare actions such as voting, petitioning, contacting officials, attending meetings, and volunteering.

What Mastery Looks Like

Students can match a civic issue with an effective, lawful way to act. They can explain how participation can influence leaders, policies, or community conditions.

Common Misconceptions

Students may think voting is the only form of participation. They may assume children cannot contribute unless they hold office. They may also treat protesting, petitioning, and volunteering as interchangeable actions.

How to Assess It

Exit ticket: A neighborhood park is unsafe. Name two ways citizens could respond and explain how each action could lead to change.

Ways to Teach It

  1. Set up a mock town meeting where groups use role cards to propose, question, and vote on a plan for an unused school space.

  2. Ask students to write: Which action would best address unsafe traffic near school, and why would it help?

  3. Play an action-sort relay using cards labeled vote, petition, volunteer, contact an official, attend a meeting, and run for office.

  4. Read a local government agenda, choose one child-relevant item, and draft a three-sentence public comment for the responsible board.
