What This Cluster Means
What Students Need to Do
- Students explain how people take part in local and state government. They identify actions such as voting, signing petitions, attending meetings, and contacting elected officials.
What Mastery Looks Like
- Students can match a community problem with a reasonable way to respond. They can explain how participation helps leaders learn what citizens want.
Common Misconceptions
- Students may think voting is the only way to participate or that children cannot have a voice. They may also confuse government action with private charity or volunteering.
How to Assess It
- Give students this prompt: “A park needs safer playground equipment. Name two ways citizens could ask local government to act, and explain one.”

Ways to Teach It
Hold a mock class election with candidate statements, paper ballots, a ballot box, and a final vote count.
Ask students to write which community issue they would bring to a city meeting and what they would request.
Play a card sort matching community problems with voting, petitions, public meetings, letters, or volunteer work.
Read a local government notice, then have students draft a three-sentence message to the responsible public official.
