What This Cluster Means
What Students Need to Do
- Students identify ways people take part in classroom, school, and community decisions. They choose appropriate actions, such as voting, volunteering, sharing concerns, and working with others.
What Mastery Looks Like
- Students match a community problem with a reasonable civic action. They explain how the action lets people contribute to a decision or improve their community.
Common Misconceptions
- Students may think only elected leaders can participate in government. They may also confuse civic action with any helpful act, even when it does not address a shared concern.
How to Assess It
- Give students this prompt: “The school playground needs more shade. Name one action students could take and explain how it could help.”

Ways to Teach It
Set up a class vote on two recess equipment choices, then tally ballots and discuss how each student participated.
Ask students to write: “What school problem would you like to help solve, and whom would you contact?”
Play Civic Action Match by pairing problem cards, such as litter or unsafe crossings, with action cards.
Read a local community notice, then have students identify how families can attend, comment, volunteer, or vote.
