What Students Need to Do: Students identify traits of responsible citizens, such as being respectful, informed, helpful, and law-abiding. They explain how these traits support their community and Florida.
What Mastery Looks Like: Students can describe responsible choices at both local and state levels. They can explain who benefits from each choice and why it shows good citizenship.
Common Misconceptions: Students may think citizenship only means voting, or that children cannot act as responsible citizens. They may also confuse being polite with taking civic responsibility.
How to Assess It: Ask students to write one responsible action they can take in their community and one that helps Florida. For each, explain why it matters.

Lesson moves

Give pairs picture cards to sort into responsible, irresponsible, local, state, or both categories, then defend each choice.
Discuss this prompt: How can a second grader be a responsible citizen without voting or holding office?
Play Citizenship Charades, with students acting out obeying laws, helping neighbors, protecting parks, and learning about community issues.
Read a local cleanup notice and a Florida state park rule, then identify how citizens can respond responsibly to each.
