What Mastery Looks Like: Students can sort services such as trash collection, driver licensing, and national defense by government level. They can support each choice with a clear reason.
Common Misconceptions: Students may assume the national government controls every public service. They may also confuse government obligations with optional programs or overlook shared duties such as transportation and emergency response.
How to Assess It: Give students three services: fire protection, state highways, and national defense. Ask them to name the main government level responsible and explain one choice.
