What Students Need to Do: Students identify the three levels of government and tell which area each one serves. They sort public leaders, buildings, and services by level.
What Mastery Looks Like: Students correctly place a mayor, governor, and president at the appropriate level. They explain that each level makes decisions for a different geographic area.
Common Misconceptions: Students may think the president controls every local decision or that the governor leads a city. They may also confuse state government with the national government.
How to Assess It: Give students three cards labeled mayor, governor, and president. Ask them to match each leader to city, state, or country and explain one match.

Lesson moves

Build a three-level paper tower labeled city, state, and country, then place leader and service cards on the correct sections.
Ask students to write which level should handle a broken neighborhood stop sign and explain their choice.
Play a sorting relay where teams place mayor, governor, president, city hall, state capitol, and White House cards under matching headings.
Use a local news story, a Florida news story, and a national news story to identify which government level appears in each.
