What Students Need to Do: Students sort government leaders and bodies by local or state level. They compare which public needs each level handles and trace how ordinances and state laws are proposed, debated, approved, and carried out.
What Mastery Looks Like: A student can correctly place the governor, state legislature, mayor, city council, and county commission on a local or state chart. They can match services to the correct level and explain how an ordinance differs from a state law.
Common Misconceptions: Students may think the governor directly controls city and county decisions. They may assume every local government has the same structure or confuse a local ordinance with a state law.
How to Assess It: Exit ticket: Name the government that would handle a new city park rule and a statewide traffic law. For each, name the officials involved and one approval step.

Lesson moves

Give pairs role and service cards to place on local and state government mats, then move shared duties into the overlap.
Ask students to explain whether a broken city playground or a statewide school rule belongs with local or state government, and why.
Play Process Relay: teams order cards showing how a city ordinance and a state law move from proposal to approval.
Use a local council agenda and a Florida legislative bill page to identify who acts, what issue is addressed, and the next step.
