What This Standard Means
What Students Need to Do
- Students identify which level of government sets and enforces a legal duty. They compare local ordinances, state requirements, and federal laws, including duties that overlap.
What Mastery Looks Like
- A student can sort examples by level and explain the choice using the government body involved. The student can distinguish required duties from voluntary civic actions.
Common Misconceptions
- Students often treat voting, volunteering, and attending public meetings as legal duties. They may assume taxes, jury service, and law enforcement belong to only one level of government.
How to Assess It
- Exit ticket: Classify obeying a noise ordinance, attending school, paying federal income tax, and answering a state jury summons. Explain one choice.
