What This Standard Means
What Students Need to Do
- Students sort citizen actions into legal obligations and voluntary responsibilities. They explain how following or ignoring each one affects government, public services, and community life.
What Mastery Looks Like
- Students correctly classify examples such as paying taxes, serving on a jury, voting, and staying informed. They support each choice with evidence about legal requirements and social impact.
Common Misconceptions
- Students may treat every helpful civic action as a legal obligation. They may think voting is required by law or that jury service is optional. They may name an impact without explaining who is affected or how.
How to Assess It
- Give an exit ticket with three actions: paying taxes, voting, and serving on a jury. Students label each action and explain one likely effect if citizens do not participate.

Ways to Teach It
Give pairs action cards to sort under obligation or responsibility, then require a written reason for each placement.
Ask students to write: Which citizen responsibility has the greatest effect on a community, and what evidence supports your choice?
Play a four-corners game using obligation, responsibility, both, and neither, with students defending their choice after each scenario.
Examine a local election guide and jury summons, then compare how each document asks citizens to participate.
