What Students Need to Do

Students distinguish protected rights, legal duties, and voluntary civic responsibilities. They compare ways citizens can respond to public issues and choose an effective action for a specific goal.

What Mastery Looks Like

Given a scenario, students can correctly classify actions such as jury service, voting, obeying laws, and contacting an official. They select a suitable participation method and explain why it fits the goal.

Common Misconceptions

Students may think voting is legally required or that every resident can vote. They may assume minors cannot participate in government. They may also treat free speech as permission to threaten others or disrupt public meetings.

How to Assess It

Give students a scenario about a proposed park closure. Ask them to name one related right or responsibility, choose an appropriate citizen action, and justify their choice.
