What Students Need to Do

Students locate the Citizenship Clause in the Fourteenth Amendment and Congress's naturalization power in Article I. They explain citizenship by birth, citizenship through naturalization, and Congress's role in setting uniform naturalization rules.

What Mastery Looks Like

Given short constitutional excerpts, students can identify each provision and explain its effect. They distinguish citizenship acquired at birth from citizenship gained through naturalization.

Common Misconceptions

Students may think the Constitution lists every step for becoming a naturalized citizen. It gives Congress authority to create uniform rules, while federal laws set the details. Students may also confuse citizenship with legal residency.

How to Assess It

Give students excerpts from Article I, Section 8 and Fourteenth Amendment, Section 1. Ask them to label each provision and explain its role in citizenship.
