What This Standard Means
What Students Need to Do
- Students define a citizen as a legal member of the United States with protected rights and civic duties. They explain citizenship at birth and citizenship through naturalization, including the roles of the Fourteenth Amendment and Congress.
What Mastery Looks Like
- Students can classify clear examples as citizens at birth, naturalized citizens, or noncitizens. They can explain why permanent residency, marriage, or time spent in the country does not automatically grant citizenship.
Common Misconceptions
- Students may think every U.S. resident is a citizen or that a green card grants citizenship. They may also confuse immigration with naturalization or believe marriage to a citizen makes citizenship automatic.
How to Assess It
- Exit ticket: Classify Ana, born in Florida, Malik, a permanent resident who has not naturalized, and Lin, who completed naturalization and took the oath. Give one reason for each answer.

Ways to Teach It
Give pairs scenario cards to sort into citizen at birth, naturalized citizen, or noncitizen, then require one reason for each placement.
Ask students to write: Why does legal residency not automatically make someone a citizen, and what additional process is required?
Play Citizenship Path Relay, where teams sequence naturalization step cards and match each citizenship path to its constitutional basis.
Project the USCIS naturalization webpage and have students create a six-step applicant checklist using the official headings.
