What This Standard Means
What Students Need to Do
- Students describe a citizen as a legal member of the United States. They connect citizenship to rights and responsibilities, and recognize that children and adults can be citizens.
What Mastery Looks Like
- A student can define the term in their own words and give one accurate example of a right and a responsibility. The student can explain that living in the country and being a citizen are not always the same.
Common Misconceptions
- Students may think every person living in the United States is a citizen, or that only adults can be citizens. They may confuse responsible behavior with proof of citizenship, or think noncitizens have no rights.
How to Assess It
- Exit ticket: Define U.S. citizen in one sentence. Add one example of a citizen's right or responsibility and tell whether children can be citizens.

Ways to Teach It
Give pairs picture cards of voting, jury service, law following, and a passport, then sort them as rights, responsibilities, or citizenship symbols.
Ask: Can a child be a citizen even though children cannot vote? Students write two sentences explaining their answer.
Play a matching game with cards for citizen, right, and responsibility paired with child-friendly definitions and examples.
Show photos from a U.S. naturalization ceremony, then have students name clues that people are becoming members of the country.
