What This Standard Means
What Students Need to Do
- Students identify the age, citizenship, and residency rules for members of Congress and the president. They use the Florida Constitution and local charter excerpts to find rules for state and local offices.
What Mastery Looks Like
- Given a candidate profile, a student can decide whether that person qualifies for an office and point to the rule that decides it. They can explain that local and state rules must be checked for the specific office.
Common Misconceptions
- Students often apply the president's natural-born citizenship rule to every federal office. They may also assume that all offices have the same minimum age or that living in Florida qualifies someone for any district seat.
How to Assess It
- Give students the age, citizenship history, and residence of one fictional House candidate and one presidential candidate. Ask which office each person qualifies for and which rule decides it.

Ways to Teach It
Give pairs candidate cards and printed constitutional excerpts, then have them place each candidate under offices they qualify for.
Ask students to write why a 29-year-old might qualify for the House but not the Senate, citing the age rules.
Run a three-minute matching game with office cards and qualification cards for president, senator, representative, and Florida governor.
Show a local candidate filing page and ask students to find where it lists residency or age requirements for that office.
