What Students Need to Do
- Students explain ideas such as popular sovereignty, rule of law, federalism, separation of powers, and checks and balances. They identify the roles of each branch and compare federal, state, and local responsibilities.
What Mastery Looks Like
- Students can match a government action to the correct branch and level of government. They can use a specific example to explain how a principle limits power or protects citizens.
Common Misconceptions
- Students often confuse separation of powers with federalism. They may think the president makes laws alone, courts enforce laws, or local governments have the same powers as states.
How to Assess It
- Give this exit ticket: “Congress passes a law, the president vetoes it, and Congress overrides the veto. Name the principle shown and explain how it limits power.”

Ways to Teach It
Give groups branch, power, and government-level cards to sort, then have them build two accurate checks-and-balances chains.
Ask students to write which principle best prevents one person from controlling government, using one example as evidence.
Play a government roles relay where teams match action cards to legislative, executive, judicial, federal, state, or local labels.
Examine a current city council agenda and identify each local government function, affected residents, and possible state or federal connections.
