What Students Need to Do

Students explain why societies create governments and laws. They identify ideas and historical influences that shaped the American political system, such as natural rights, representative government, and rule of law.

What Mastery Looks Like

Students can connect a government function, such as protecting rights or keeping order, to a specific example. They can explain how an earlier idea or system influenced American government.

Common Misconceptions

Students may treat government, laws, and individual leaders as the same thing. They may assume American political ideas began in 1776 or that every law protects individual rights.

How to Assess It

Use an exit ticket: Name two reasons governments form, then explain one idea from an earlier society that influenced American government.

Ways to Teach It

  1. Give groups purpose, problem, and government-action cards to sort, then have them defend two matches.

  2. Ask students to write: Which purpose of government matters most when individual freedom conflicts with public safety?

  3. Play a matching game linking ideas such as natural rights and rule of law to historical sources and American examples.

  4. Examine a local curfew rule and identify the problem it addresses, the government body involved, and the rights affected.
