What Students Need to Do

Students explain why people create governments and laws. They trace natural rights, consent, rule of law, and limited government from earlier thinkers and documents into the American system. They connect these ideas to protecting rights, keeping order, and serving the common good.

What Mastery Looks Like

Students can identify a political principle in a quotation, law, or scenario and support their answer with evidence. They can explain how an earlier idea shaped an American founding document or government practice.

Common Misconceptions

Students may think government gives people their natural rights or that majority rule has no limits. They may also confuse rule of law with rule by leaders or assume American political ideas had no earlier influences.

How to Assess It

Give this exit ticket: “A town requires leaders and residents to obey the same laws. Name the principle and explain its purpose.”

Ways to Teach It

  1. Give groups cards naming Locke, Magna Carta, English Bill of Rights, Declaration of Independence, and Constitution, then have them build an influence chain.

  2. Ask students to write: “Which purpose of government best protects liberty, and when might that purpose conflict with keeping order?”

  3. Play a scenario match game where teams connect short government actions to natural rights, consent, limited government, or rule of law.

  4. Have students examine one school rule or local ordinance, then identify its purpose and any limit it places on authority.
