What This Standard Means
What Students Need to Do
- Students identify ideals such as natural rights, consent of the governed, limited government, equality, and rule of law in historical documents. They explain how these ideas continued, changed, or conflicted with government actions over time.
What Mastery Looks Like
- Students can identify an ideal in an unfamiliar excerpt and support their answer with specific words from the source. They can compare sources from two periods and explain a change or contradiction.
Common Misconceptions
- Students may assume words such as equality and rights applied to everyone when each document was written. They may also confuse a document's stated ideals with what laws and governments actually did.
How to Assess It
- Give students excerpts from the Declaration of Independence and the Fourteenth Amendment. Ask them to name one shared ideal and explain how its meaning changed, using evidence from both excerpts.

Ways to Teach It
Give pairs excerpt cards from the Mayflower Compact through the Fifteenth Amendment to sequence, label by ideal, and connect with yarn.
Ask students to write: How did the promise of equality change from the Declaration of Independence to the Fourteenth Amendment? Cite both texts.
Play Ideal Match, where teams pair document excerpts with principle cards and earn a point only after explaining each match.
Have students compare equal protection or due process language with a school discipline policy and identify where the same principle appears.
