What This Cluster Means

What Students Need to Do

Students identify who currently serves as their mayor, the Texas governor, and the U.S. president. They sort each leader’s work as city, state, or national. They explain voting and appointment, then show how people can follow government work, share opinions, and help.

What Mastery Looks Like

A student accurately names all three current officeholders and matches each one to the correct level of government. The student distinguishes elected offices from appointed positions. Given a community problem, the student identifies whom to contact and one way to participate.

Common Misconceptions

Students may think the mayor leads Texas or the president controls city services. They often assume every public official is elected. Some think children cannot participate because they cannot vote.

How to Assess It

Give a four-box exit ticket: name the three current officeholders, match each to a government level, explain appointment, and suggest one citizen action.

Ways to Teach It

  1. Give groups city, state, and nation mats, then have them sort official, responsibility, and public issue cards onto the correct mat.

  2. Ask: A city park needs repairs; which official should hear about it, and how could second graders share their ideas?

  3. Play Public Official Match using cards that show an office, responsibility, government level, and elected or appointed selection.

  4. Project the local mayor’s webpage, identify one city issue, and draft a two-sentence class message with a question or suggestion.
