What This Standard Means
What Students Need to Do
- Students explain how people help shape local government by learning about decisions, sharing concerns or ideas, and helping with public work. They connect each action to an example, such as reading a city update, writing the mayor, or helping at a city event.
What Mastery Looks Like
- Given a local issue, a student can name three sensible ways citizens can take part. The student explains how each action helps officials understand or serve the community.
Common Misconceptions
- Students may think only elected leaders have a role in government. They may confuse sharing an opinion with making the final decision, or think citizens can participate only by voting.
How to Assess It
- Exit ticket: The city plans changes to a park. Write one action a citizen could take to learn about the plan, one to share an opinion, and one to help.

Ways to Teach It
Give pairs nine citizen action cards to sort under Learn, Share Ideas, and Help, then ask them to explain each choice.
Ask students to write three sentences to the mayor about one change they would like in a local park.
Play Citizen Action Charades, with students acting out reading a city notice, contacting an official, or helping at a public event.
Project a current city council agenda, choose one item, and have students draft a question for the responsible official.
