What This Standard Means
What Students Need to Do
- Students identify honest, fair, respectful, and responsible choices in school and community situations. They explain how citizens learn about issues, question leaders respectfully, and vote when eligible.
What Mastery Looks Like
- Given a scenario, students can name the citizenship trait being shown and support their answer with details. They can suggest a responsible action when someone is treated unfairly or a leader breaks a promise.
Common Misconceptions
- Students may think good citizens only obey rules and never question leaders. They may confuse equality with giving everyone identical help, or assume fairness means getting what they want. Some may think respectful disagreement is rude or that children can cast official ballots.
How to Assess It
- Exit ticket: “Maya studies both sides of a park issue, asks the mayor a polite question, and mentions his promise. Name two good-citizen actions and explain each.”

Ways to Teach It
Give pairs scenario cards to sort into “good citizenship” and “needs a better choice,” then have them rewrite one weak choice.
Prompt: “Is fairness always giving everyone the same thing?” Students write two sentences, then discuss examples with a partner.
Play Citizenship Charades: students act out honesty, respect, responsibility, or fairness while classmates name the trait and cite the clue.
Read a child-friendly local issue summary, list two facts, hold a class vote, and write one respectful question for an official.
