What This Standard Means

What Students Need to Do

Students recognize actions that show honesty, fairness, equal treatment, respect, and responsibility. They explain how people learn about community issues, check leaders' promises, and vote on decisions.

What Mastery Looks Like

Students can sort examples and nonexamples of responsible citizenship and explain each choice. They can describe one respectful way to participate in a class or community decision.

Common Misconceptions

Students may think fairness always means everyone gets the same thing, or that responsible citizens must always agree with leaders. They may treat voting as choosing a friend rather than learning about the choices first.

How to Assess It

Give students three picture scenarios. Ask them to circle the responsible action and write or tell why it helps the group.

Ways to Teach It

  1. Give pairs picture cards of playground and community actions, then have them sort each card into helpful citizen or unhelpful citizen.

  2. Ask students, 'What should a fair class leader do?' and have them name one promise classmates could check later.

  3. Play Citizen Charades: students act out telling the truth, sharing fairly, respecting others, completing a job, or voting.

  4. Read two simple class proposals, list one fact about each, hold a secret ballot, and compare the vote with the final decision.
