What Students Need to Do
- Students explain why people need rules at home, at school, and in the community. They sort examples by whether they keep order, protect people, or help solve disagreements.
What Mastery Looks Like
- Students name a rule or law and tell what problem it prevents. They connect examples such as traffic lights, fire drills, and taking turns to a clear purpose.
Common Misconceptions
- Students may think every rule is a law or that rules exist only to punish people. They may also confuse keeping order with keeping people physically safe.
How to Assess It
- Give students this exit prompt: “Choose one rule from home, school, or the community. Draw it, then explain how it helps people.”

Ways to Teach It
Give pairs picture cards showing rules, then have them sort each card under order, safety, or solving conflicts.
Ask, “What might happen if our class had no rule about taking turns?” Record two possible problems and one solution.
Play Rule Detective by reading short situations and having students hold up an order, safety, or conflict card.
Take a school walk to find posted rules, such as exit signs or playground limits, and discuss the problem each one prevents.
