What This Standard Means
What Students Need to Do
- Students name familiar classroom rules and community laws. They explain whether each one organizes routines, keeps people safe, or helps settle disagreements.
What Mastery Looks Like
- Students correctly match examples, such as waiting in line or stopping at a red light, to their purpose. They explain their choice in simple words.
Common Misconceptions
- Students may think rules and laws exist only to punish people. They may also confuse a personal preference, such as choosing a game, with a rule everyone must follow.
How to Assess It
- Give students three examples: raise your hand, wear a seat belt, and take turns with a ball. Ask them to explain why each exists.

Ways to Teach It
Give groups picture cards showing common situations, then have them sort the cards into order, safety, or solving disagreements.
Ask students to write or draw what could happen if the playground had no rules.
Play a matching game where students pair rule cards with picture cards showing the problem each rule prevents.
Take a school walk to find posted rules, then discuss how each one helps people share the space.
