What Students Need to Do
- Students explain why communities need shared rules, protection, and fair ways to settle disagreements. They match local services to community needs and tell how each service helps people.
What Mastery Looks Like
- Given a town problem, a student names an appropriate government action or service and explains the match. The student can describe what might happen if that service were missing.
Common Misconceptions
- Students may think government means only the mayor or police, rather than the people and agencies serving the community. They may confuse public services with private businesses or assume a free service has no cost.
How to Assess It
- Give this exit ticket: “A town park has no rules, two groups argue over the field, and broken lights make it unsafe. What should local government do, and why?”
Lesson moves
Ways to Teach It
Give pairs picture cards of fires, arguments, books, playgrounds, and unsafe streets, then have them sort each card by the service that helps.
Ask, “What would change if our town library closed for one month?” Have students write two effects and share one.
Play Community Helper Match: students pair problem cards with service cards, then earn a point by explaining how the match helps.
Walk around the school neighborhood, mark public services on a simple map, and label one benefit beside each location.
