What This Cluster Means
What Students Need to Do
- Students name adults who are responsible for safety and decisions at home, at school, and in the community. They tell how those adults remind people about rules and respond when rules are broken.
What Mastery Looks Like
- Given a picture or short situation, students identify the responsible adult and where that person works. They name a related rule and explain one way the adult helps people follow it.
Common Misconceptions
- Students may think every adult has authority in every setting. They may also think authority figures only punish people, rather than teach rules, give reminders, solve problems, and keep people safe.
How to Assess It
- Show pictures of a caregiver, teacher, and crossing guard. Ask students to name each person, match each to a setting, and tell one rule that person helps enforce.

Ways to Teach It
Have pairs sort picture cards of caregivers, teachers, principals, crossing guards, and police officers onto home, school, and community mats.
Ask, "Who helps people follow rules here, and what do they do?" Students draw one person and label the action.
Play Rule Reminder Charades, with students acting out an adult giving a reminder while classmates name the person and rule.
Walk through the school to meet the principal, nurse, and crossing guard, then list one rule each person helps people follow.
