Follow norms for collegial discussions and decision-making, track progress toward specific goals and deadlines, and define individual roles as needed.

Pose questions that connect the ideas of several speakers and respond to others' questions and comments with relevant evidence, observations, and ideas.

Acknowledge new information expressed by others, and, when warranted, qualify or justify personal views in light of the evidence presented.

What This Cluster Means
What Students Need to Do
- Students prepare with evidence and collaborate through norms, roles, goals, deadlines, and decision-making procedures. They connect speakers' ideas, ask focused questions, and qualify or justify views in response to evidence.
What Mastery Looks Like
- A student uses prepared evidence, fulfills a role, and asks a question that links more than one contribution. The student responds with relevant evidence and explains how new information confirms, limits, or changes a view.
Common Misconceptions
- Students may treat decision-making as a quick vote without examining evidence. They may respond to speakers separately without connecting ideas, or claim to revise a view without naming the evidence responsible.
How to Assess It
- Run a decision-focused discussion with roles and evidence. Check each student for a cross-speaker connection, focused question, relevant response, and evidence-based qualification or justification.

Give groups role, evidence, goal, deadline, and decision-rule cards for a structured discussion of a shared issue.
Ask, ‘Which two speakers' ideas connect, and how does the evidence qualify or strengthen your view?’
Play Connect the Speakers, requiring each response to synthesize two earlier comments before adding evidence.
Simulate a town committee choosing among proposals through stated criteria, assigned roles, evidence, and a recorded decision.
