What This Cluster Means

What Students Need to Do

Students identify the three branches of government and explain each branch’s main job. They compare federal, state, and local responsibilities and describe how checks and balances limit power.

What Mastery Looks Like

Students can place officials, powers, and public services under the correct branch or level of government. They can explain how one branch may check another using a clear example.

Common Misconceptions

Students often confuse branches of government with levels of government. They may think the president makes laws alone, courts enforce laws, or local governments control national issues.

How to Assess It

Give students six cards: president, Congress, Supreme Court, makes laws, enforces laws, and interprets laws. Ask them to create three correct pairs and explain one check on power.

  1. Sort official, power, and service cards onto branch and government-level mats, then defend any two placements.

  2. Write a response to this prompt: Why should one branch not control all government powers?

  3. Play a checks-and-balances matching game using action cards and response cards from the other branches.

  4. Read a local news article and identify which government level is responsible for the issue and what action it can take.
