What Students Need to Do
- Students identify local, state, and federal governments and describe what each one does. They connect public officials, services, and decisions to the correct level of government.
What Mastery Looks Like
- Students can match officials such as a mayor, governor, or president with the level they serve. They can explain why a local, state, or national problem belongs to that level.
Common Misconceptions
- Students may think the president controls every government decision or that all communities have a mayor. They may also confuse services shared by more than one level, such as roads, schools, and law enforcement.
How to Assess It
- Ask: Which level should handle a broken city playground, Florida driver's license rules, and national defense? Name each level and explain one choice.

Give groups official, service, and problem cards to sort under local, state, or federal government headings.
Ask students to write which government level should solve a neighborhood traffic problem and explain why.
