Teacher's field guide

What Students Need to Do: Students explain that government has local, state, and national levels. They identify the mayor, governor, and president and describe a basic responsibility of each.
What Mastery Looks Like: Students correctly match public officials to their level of government. They use examples to explain which official might address a community, state, or national issue.
Common Misconceptions: Students may think the president controls every government decision or that the mayor leads the state. They may also confuse government levels when services overlap.
How to Assess It: Give students three issue cards: a city park, a statewide emergency, and national defense. Have them match each card to a government level and explain one choice.
