What This Cluster Means

What Students Need to Do

Students explain that government has local, state, and national levels. They identify the mayor, governor, and president and describe a basic responsibility of each.

What Mastery Looks Like

Students correctly match public officials to their level of government. They use examples to explain which official might address a community, state, or national issue.

Common Misconceptions

Students may think the president controls every government decision or that the mayor leads the state. They may also confuse government levels when services overlap.

How to Assess It

Give students three issue cards: a city park, a statewide emergency, and national defense. Have them match each card to a government level and explain one choice.

Ways to Teach It

  1. Sort mayor, governor, and president cards with pictures of city, state, and national responsibilities.

  2. Write a response to this prompt: Which public official would you contact about a damaged city playground, and why?

  3. Play an official riddle game where students identify the mayor, governor, or president from job clues.

  4. Open your city government website and find one service it provides for local families.
