What This Cluster Means

What Students Need to Do

Students identify the main roles and powers of Congress, the president, and the federal courts. They trace how a bill becomes law and explain how each branch limits the others.

What Mastery Looks Like

Students can assign government actions to the correct branch and support each choice with a constitutional power. Given a conflict between branches, they can name the check being used and explain its effect.

Common Misconceptions

Students may think the president makes laws alone or that the Supreme Court writes laws. They may also confuse separation of powers with complete independence, missing how vetoes, confirmations, impeachment, and judicial review connect the branches.

How to Assess It

Give students this exit ticket: “Congress passes a bill, the president vetoes it, and Congress votes again. Name each power used and explain the possible result.”

Ways to Teach It

  1. Give groups branch cards and action cards, then have them sort each action under Congress, president, or federal courts.

  2. Ask students to write which branch has the most influence during lawmaking, using two specific powers as evidence.

  3. Play a checks and balances match game where students pair action cards, such as veto, with the branch action being limited.

  4. Use a recent federal law to create a timeline showing congressional votes, presidential action, and any court challenges.
