What This Standard Means
What Students Need to Do
- Students identify the legislative, executive, and judicial branches and the main institutions in each. They explain how Congress makes laws, the president carries them out, and federal courts interpret them.
What Mastery Looks Like
- Given a federal action, students name the responsible branch and its specific power. They correctly place Congress, the president and executive agencies, and federal courts within the three-branch structure.
Common Misconceptions
- Students may think the president makes laws or that the Supreme Court enforces them. They may treat the House and Senate as separate branches or confuse federal powers with state and local duties.
How to Assess It
- Exit ticket: For each action, name the branch responsible: passing a tax bill, vetoing a bill, and deciding whether a law violates the Constitution.

Ways to Teach It
Give groups power cards and a three-column government mat, then have them place each card under legislative, executive, or judicial.
Ask students to write which branch should act when a passed bill reaches the president and explain that branch's options.
Run a scenario relay where teams match federal actions to Congress, the president, or the courts and justify each choice.
Project a current federal news headline, then have students label the branch involved and cite the power being used.
