What This Cluster Means

What Students Need to Do

Students read grade-level texts accurately, at a useful rate, and with expression so they can understand them. They use context and rereading to confirm or correct words and meaning.

What Mastery Looks Like

The student reads literary and informational text with few disruptions and phrasing that supports meaning. When an error changes sense, the student notices, rereads, and repairs it.

Common Misconceptions

Students may equate fluency with speed and ignore accuracy or meaning. They may continue after an error without checking whether the sentence makes sense.

How to Assess It

Have students read a grade-level literary or informational passage twice. Note accuracy, rate, phrasing, comprehension, and any context-based self-corrections.

Ways to Teach It

  1. Mark phrase boundaries on a passage, practice reading it, and compare successive recordings.

  2. Ask students how expression and pausing help listeners understand meaning.

  3. Play Fluency Coach with partner feedback on accuracy, rate, expression, and self-correction.

  4. Practice reading a class announcement clearly for a real audience.
