The student reads smoothly with phrasing tied to punctuation and meaning. Errors are noticed and repaired, and the student can explain what was read.

Common Misconceptions

Students may equate fluency with speed. They may read word by word, ignore punctuation, or continue after an error changes meaning.

How to Assess It

Have students read a grade-level passage twice and answer a comprehension question. Note accuracy, rate, expression, and self-corrections.
