What This Cluster Means
What Students Need to Do
- Students identify needs and wants and explain why people make choices when money or resources are limited. They distinguish goods from services and consumers from producers.
What Mastery Looks Like
- Students correctly sort examples as needs, wants, goods, or services. They can explain one choice a buyer or producer makes and what is given up.
Common Misconceptions
- Students may label every desired item as a need. They may think services are free because no object is purchased, or confuse producers with consumers.
How to Assess It
- Give students four dollars and pictures of six priced items. Ask them to choose what to buy and write one sentence explaining their choice.

Ways to Teach It
Give pairs play money and item cards, then have them choose purchases within a five-dollar budget.
Ask students to write about choosing between a needed school supply and a wanted toy.
Play Goods or Services by showing picture cards and having students move to the labeled side of the room.
Study a school cafeteria meal to identify the producers, consumers, goods, services, and choices involved.
