What Students Need to Do: Students define a public issue, compare possible actions, and follow agreed meeting rules. They present reasons, listen to other views, and reach a decision through motions and voting.
What Mastery Looks Like: A student can state the issue, propose an action, and support it with relevant reasons. The student follows speaking rules, records the vote accurately, and explains how the group reached its decision.
Common Misconceptions: Students may think the loudest opinion wins or that voting happens before discussion. They may also assume majority rule means minority views can be ignored or meeting rules can change during the vote.
How to Assess It: Give students a proposal to add ten minutes to recess. Ask them to list four fair steps the class should follow before announcing a decision.
