What Students Need to Do: Students identify a shared issue and suggest possible choices. They listen to different views, follow agreed speaking rules, and make a decision through voting or consensus. They accept the result while respecting those who disagreed.
What Mastery Looks Like: A student can take part in a meeting, give a reason for a choice, and listen without interrupting. The student can cast a ballot, help count votes, and explain how the group reached its decision.
Common Misconceptions: Students may think the loudest speaker or class leader gets to decide. Some believe a close vote is unfair when their choice loses. Others may confuse majority rule with ignoring people who voted differently.
How to Assess It: Present the prompt, “Should third grade have ten extra minutes of recess on Friday?” After a brief mock vote, have each student explain the steps used and why the process was fair.

Lesson moves

Set up a mock school vote on adding a recycling bin, with proposals, one-minute speeches, secret ballots, and a public tally.
Use the prompt, “Should our town build a dog park or a playground?” Students write a claim, then respond respectfully to one opposing reason.
Give teams procedure cards labeled propose, discuss, vote, tally, and announce; teams race to order them and justify each step.
Show a city council agenda, assign council roles, and have students vote on where to place a new crosswalk.
