What Students Need to Do
- Students explain who can serve in Georgia’s House and Senate and how the General Assembly is organized. They trace a bill through committees, both chambers, and the governor, then connect taxes and other revenue to state spending decisions.
What Mastery Looks Like
- Students can compare the House and Senate, explain why committees review bills, and put the lawmaking steps in order. They can also explain how the state raises money and how lawmakers approve a budget.
Common Misconceptions
- Students may confuse the General Assembly with the United States Congress or think the governor writes and passes laws alone. They may think committee approval makes a bill law or that state agencies choose their own spending without an approved budget.
How to Assess It
- Give students this exit prompt: “Trace a school safety bill from introduction to law, including committee review, both chambers, the governor, and funding.”

Ways to Teach It
Give groups labeled role and step cards, then have them build a floor timeline showing how a Georgia bill becomes law.
Ask students to write whether committees help or slow lawmaking, using two details about committee work as evidence.
Run a bill sequence relay where teams place lawmaking steps in order and correct one planted error.
Use a current Georgia budget chart to identify one revenue source, one spending area, and the tradeoff lawmakers faced.
