What Students Need to Do
- Students explain how Georgia counties, cities, and special-purpose governments are created and what services each provides. They compare common city government structures. They also connect local taxes and spending decisions to public services and state programs.
What Mastery Looks Like
- Students can decide which local government should handle a given service and support the choice with evidence. They can distinguish strong mayor, weak mayor, and council-manager systems. They can explain how local officials carry out services such as elections, courts, roads, and public safety.
Common Misconceptions
- Students often think city and county governments provide completely separate services. They may assume every mayor has the same authority or that special-purpose governments are private businesses. Some also think local governments act independently from Georgia law and state programs.
How to Assess It
- Give students one prompt: “A community needs fire protection, voter registration, and a new water system. Which local government bodies could handle each need, and why?”

Ways to Teach It
Have groups sort service cards into city, county, both, or special-purpose government, then defend two placements using local examples.
Ask students to write: “Should a mayor or city manager control daily city operations?” Require one benefit and one drawback.
Run a government match game using service scenarios, revenue sources, and leadership structures, with teams pairing each card to the correct local government.
Use a city or county website to trace one tax-funded service from the approved budget to the department that provides it.
