What This Standard Means
What Students Need to Do
- Students trace a bill from introduction through committee review, debate, voting, and action by the governor. They explain how a bill can advance, fail, or return after a veto.
What Mastery Looks Like
- Students can place each step in order and name who acts at each point. They can explain that both chambers must approve the same version before it reaches the governor.
Common Misconceptions
- Students may think one chamber can pass a law alone or that committee approval makes a bill law. They may also think the governor introduces every bill or that a veto always ends the process.
How to Assess It
- Give students six shuffled steps from bill introduction to governor action. Have them number the steps and explain one way the bill could fail.

Ways to Teach It
Give groups labeled role cards and a sample school safety bill, then simulate committee review, chamber votes, and governor action.
Ask students to write: Which step gives a proposed law the closest review, and what could happen there?
Play a bill pathway relay where teams race to arrange event cards, then correct one planted mistake in another team’s sequence.
Open a current bill page from the Georgia General Assembly website and have students identify its sponsor, chamber, committee, and latest action.
