What Students Need to Do: Students explain why some people in Quebec want political independence from Canada. They connect French language, culture, provincial identity, and political power to the movement, then summarize the 1980 and 1995 referendums.
What Mastery Looks Like: A student can name reasons for the movement and explain its goal of making Quebec a separate country. They can describe both failed referendums and recognize that Quebec remains part of Canada.
Common Misconceptions: Students may think Quebec is already an independent country. They may assume all Quebec residents support independence or confuse laws protecting French with separation from Canada.
