What This Standard Means

What Students Need to Do

Students read, view, or listen to texts to understand a problem and weigh possible solutions. They create messages that use evidence and audience awareness to recommend action or shape a decision.

What Mastery Looks Like

Students identify the problem, audience, and decision that needs to be made. They choose relevant evidence and produce a clear proposal with a realistic solution and specific call to action.

Common Misconceptions

Students may treat strong opinions as enough, without using relevant evidence. They may overlook audience needs, propose unrealistic solutions, or confuse persuasion with emotional pressure.

How to Assess It

Give students a short school problem and two facts. Ask them to write a four-sentence recommendation that names a solution, uses both facts, and requests a decision.

Ways to Teach It

  1. Give groups complaint letters, survey results, and a budget sheet, then have them build a proposal for improving the school cafeteria.

  2. Ask students to write: Which school rule should change, who can change it, and what evidence would persuade that person?

  3. Hold a proposal challenge where teams draw a problem card and evidence cards, then pitch a solution in 60 seconds.

  4. Compare two public service announcements, then identify the audience, requested action, supporting evidence, and likely effect on viewers.
