What This Standard Means
What Students Need to Do
- Students read, view, or listen to information about a problem or choice. They use what they learn to propose a solution or persuade an audience to act.
What Mastery Looks Like
- Students identify the problem, compare possible responses, and select useful evidence. They create a clear message that recommends an action and fits the intended audience.
Common Misconceptions
- Students may state a strong opinion without using relevant evidence. They may also ignore the audience, present only one option, or confuse persuasion with exaggeration.
How to Assess It
- Give students two short proposals for improving lunch lines. Ask them to choose one and write a three-sentence recommendation using one fact from the proposals.

Ways to Teach It
Give groups evidence cards about cafeteria waste, then have them sort the facts and build a poster recommending one practical solution.
Ask students to write: Which school rule should change, who makes that decision, and what evidence would persuade that person?
Run a claim-evidence relay where teams match recommendation cards to the strongest supporting facts and explain each match.
Have students read local park proposals, then email a mock city council member with an evidence-based recommendation.
