What Students Need to Do: Students identify trusted authority figures at home, school, and in the community. They tell who makes rules and who helps people follow them.
What Mastery Looks Like: A student can name a parent, teacher, principal, local lawmaker, or police officer and describe the person’s role. The student can separate making a rule from enforcing it.
Common Misconceptions: Students may think every adult has authority everywhere or that authority means being physically strong. They may also think police officers make laws because officers enforce them.
How to Assess It: Give students four picture cards: teacher, principal, city commissioner, and police officer. Ask them to choose one person who makes rules and one who enforces them, then explain each choice.

Lesson moves

Set up home, school, and town mats, then have students place authority figure cards on the correct mat and explain each placement.
Ask, “Who makes rules in our classroom, and who helps us follow them?” Record student answers on a chart.
Play Authority Match by pairing picture cards of people with action cards such as creates a school rule or enforces a law.
Invite the principal or a school safety officer to explain one rule they enforce and why it helps the school community.
