What Students Need to Do: Students identify the president, vice president, Executive Office, Cabinet, executive departments, and federal agencies, and explain how their roles connect. They trace how laws are carried out through rules, programs, appointments, orders, and agency action. They also explain checks from Congress and the courts.
What Mastery Looks Like: A student can use an organization chart to describe who advises the president and who manages federal programs. Given a scenario, the student can explain the executive action, the steps involved, and any legislative or judicial check.
Common Misconceptions: Students often think the president writes laws alone, controls every government decision, or may issue orders without limits. They may confuse Cabinet advisers with members of Congress, or treat departments and independent agencies as the same.
How to Assess It: Exit ticket: Create a concept map linking the president, vice president, Cabinet, executive departments, and agencies. Add two sentences explaining how they carry out a new law.

Lesson moves

Give groups role cards for the president, Cabinet secretaries, and agency staff, then have them plan how to carry out a new disaster relief law.
Ask students to write: When should a president use an executive order, and what limits should Congress or courts apply?
Run a card sort matching executive actions, such as vetoing a bill or appointing a judge, to actors, processes, and checks.
Open a current federal agency news release and have students identify the law, program, executive department, and public service involved.
