What Students Need to Do: Students compare the House and Senate, including terms, representation, and powers unique to each chamber. They explain Congress's roles in lawmaking, budgeting, oversight, appointments, treaties, and impeachment. They trace a bill through committees, debate, voting, reconciliation, and presidential action.
What Mastery Looks Like: Students can draw an accurate path for a bill and explain why both chambers must pass the same version. Given a government scenario, they can identify the congressional power involved and whether the House, Senate, or both act.
Common Misconceptions: Students may think House seats are equal by state or that senators are assigned by population. They often believe a bill becomes law after one chamber approves it. Some confuse congressional powers with presidential powers, such as enforcing laws or appointing judges.
How to Assess It: Exit ticket: Draw a six-box path showing how a bill can become federal law. Label each chamber, a committee, presidential action, and one congressional power besides lawmaking.

Lesson moves

Assign House and Senate role cards, then move a classroom recycling bill through introduction, committee review, debate, voting, and reconciliation.
Ask students to write whether equal state representation in the Senate is fair, then defend their answer with one specific example.
Play a scenario sort: students match lawmaking, budgeting, oversight, confirmation, and impeachment examples to the correct chamber or congressional power.
Open Congress.gov, choose one current bill, and record its sponsor, committee, latest action, and likely next step.
