CE.10 is a Standards of Learning history and social science standard. These are the skills expectations under it.

What Students Need to Do

Students distinguish legal duties from voluntary civic responsibilities and explain when taxes, jury service, laws, and Selective Service registration apply. They use Virginia election information to determine voter eligibility, registration steps, election dates, deadlines, and ways to cast a ballot.

What Mastery Looks Like

A student can classify realistic civic scenarios and explain when each legal duty applies. Given a voter profile and Virginia election calendar, the student can judge eligibility, find the correct deadline, and outline registration, check-in, and ballot steps.

Common Misconceptions

Students often treat voting as a legal duty or assume every Virginia resident may vote. They may confuse registration deadlines with Election Day or believe Selective Service registration means immediate military service and applies to every citizen.

How to Assess It

Provide a Virginia election calendar and a profile of a 17-year-old Virginia resident and U.S. citizen who turns 18 before the general election. Ask whether the person may register, which deadline applies, and two steps for casting a ballot.

   Set up a mock Virginia polling place where students check a sample voter list, sign in, mark ballots, and deposit them.

   Ask students to write: Should voting be a legal duty like paying taxes, or remain a civic responsibility? Use two reasons.

   Play a voter eligibility card sort using age, citizenship, residency, court status, and felony rights restoration, then require a reason for each choice.

   Use the Virginia Department of Elections website to find the next election, registration deadline, polling hours, and local ballot for the school address.
