What This Standard Means
What Students Need to Do
- Students decide whether a person meets Virginia’s voting qualifications by using facts such as age, citizenship, residence, and legal status. They explain how an eligible person registers and where to find current deadlines.
What Mastery Looks Like
- Students correctly classify voter profiles and give a clear reason for each decision. They can outline registration options, including online, by mail, and in person, without confusing registration with voting.
Common Misconceptions
- Students may think residency alone makes someone eligible, or that every adult citizen is automatically registered. They may also think a driver’s license, party membership, or property ownership is required to register.
How to Assess It
- Give students three voter profiles and ask, “Who can register in Virginia, and why?” Then have them name one registration method and a reliable source for deadlines.

Ways to Teach It
Give groups voter profile cards to sort into eligible, not yet eligible, and needs more information, then require a rule-based explanation.
Ask students to write: “Why does Virginia require registration, and which requirements prevent confusion about who may vote?”
Run a registration sequence relay using cards labeled check qualifications, complete application, submit application, confirm registration, and find polling place.
Have students use the Virginia Department of Elections website to locate registration methods, the next deadline, and contact information for their registrar.
