What Students Need to Do: Students name actions citizens are expected to take, such as obeying laws, voting when eligible, paying taxes, and serving on juries. They explain how these actions help a community work fairly and safely.
What Mastery Looks Like: A student can identify several citizen responsibilities from examples and pictures. The student can explain who performs each responsibility and why it matters.
Common Misconceptions: Students may confuse rights, such as free speech, with responsibilities, such as obeying laws. They may also think children can vote or serve on juries, rather than recognizing these as adult responsibilities.
How to Assess It: Give students this exit prompt: “Name two citizen responsibilities and explain how one helps the community.”

Lesson moves

Have pairs sort picture cards showing voting, jury service, tax paying, law following, and unrelated actions into responsibilities and not responsibilities.
Ask students to write: “Which citizen responsibility helps our community most, and why?”
Play responsibility charades, with students acting out a citizen duty while classmates name it and explain its purpose.
Show a sample ballot, tax-funded library photo, and jury summons, then connect each item to an adult citizen responsibility.
