What This Standard Means
What Students Need to Do
- Students identify the main eligibility requirements for naturalization, including age, lawful permanent residence, residency, good moral character, and attachment to constitutional principles. They describe the interview, English test, civics test, and oath.
What Mastery Looks Like
- A student can review an applicant profile and identify which requirements are met or missing. They can explain what the English and civics tests measure and place the interview and oath in order.
Common Misconceptions
- Students often treat a green card or marriage to a citizen as automatic citizenship. They may think the civics test is written, multiple choice, or requires every answer correct. They also confuse eligibility rules with process steps.
How to Assess It
- Give this exit ticket: “Mina is 30 and has held a green card for five years. Name three other requirements and two parts of the naturalization test.”

Ways to Teach It
Give pairs cards naming age, residency, moral character, English, civics, interview, and oath, then have them sort criteria from process steps.
Write a response to: Why does naturalization check both civic knowledge and English skills, and what limits or exceptions should apply?
Run a mock civics test with current USCIS questions, then let teams correct missed answers using an official study sheet.
Review a fictional applicant profile and decide which eligibility rules are met, which need proof, and what the applicant does next.
